Our Mission
At LIPC, we are dedicated to being the leading pain care provider
for the Inova Loudoun and surrounding healthcare communities. To
achieve this mission, we rely on a team of highly qualified, ethical,
compassionate physicians who are board-certified in both anesthesiology
and pain management.
In evaluating and managing painful conditions of all types, our
principal focus is to identify the mechanisms of pain and to treat
pain at its source whenever possible. When chronic use of medication
becomes necessary, we provide hands-on assistance in finding a stable,
reasonable, and effective regimen. We recognize the frequent need
for coordinated care using several different modalities. Our desire
is to select the best treatments for the specific circumstances,
so that patients suffering from chronic pain achieve an improved
quality of life for themselves and their families.
Interventional Pain Management
Interventional pain specialists perform procedures using very
small diameter needles or catheters under fluoroscopic guidance.
Procedures are performed under local anesthesia through a tiny skin
puncture, about the size of a pencil tip. Sedation is occasionally
necessary. Interventional pain treatments are generally better tolerated
than surgery, as they are less invasive, less painful, and can usually
be performed outpatient.

We offer a patient satisfaction survey to every pain management
patient we serve, asking them to rate the quality of their care
by our providers. Over 90 percent of our pain patients are satisfied
with the health care they recieved at LIPC and would recommend us
to a friend or family member.
Our Providers
We treat each patient individually, upholding the highest medical
and ethical standards in planning and providing pain care. At the
initial visit, one of our providers conducts a comprehensive pain
assessment and develops a multidisciplinary plan of care. To ensure
that the plan is consistent with best overall medical management,
we communicate and work with involved surgeons, primary care physicians,
and other subspecialists. In general, we advocate the most conservative,
effective therapies aimed at treating the pain at its source. Whenever
applicable, we use flouroscopic guidance to maximize treatment effectiveness
and minimize complications. Follow up visits are used for assessment
of treatment effectiveness, further treatment plannin and patient
education.
W. Paul Harris, M.D.
Dr. Paul Harris has been in the Washington, D.C. area for many years
and has served on the medical staff at Loudoun Hospital since 1992.
He has served as Program Director for the Pain Clinic at Loudoun
Hospital Center. Dr. Harris is a partner of Loudoun Anesthesia Associates
and Loudoun Interventional Pain Center.
Dr. Harris earned his undergraduate degree in biology from Wahsington
and Lee University and his Doctorate of Medicine from Georgetown
University School of Medicine. He completed his anesthesiology residency
at Walter Reed Army Medical Center, where he received intensive
training in pain management, including creation of a hospital-wide
PCA program, implantation of epidurally placed catheters and stimulating
electrodes, a wide variety of nerve blocks, and nonopiates. Dr.
Harris is board-certified in both anesthesiology and pain management.
Teresa Ulrey, M.D.
Dr. Teresa Ulrey joined Loudoun Anesthesia Associates in 1998 and
currently serves as Director of Quality Improvement at Loudoun Interventional
Pain Center. Dr. Ulrey earned her undergraduate degree in biochemistry
from Texas A&M University and her Doctorate in Medicine from
the University of Texas. She completed her anesthesiology residency
at Charity Hospital of Louisiana State University. Dr. Ulrey is
board-certified in both anesthesiology and pain management.
Dr. Ulrey is a past Assistant Professor of the Department of Anesthesia
at Geogetown University Medical Center. She is a member of several
professional organizations, including the American Medical Associate,
American Society of Anesthesiologists, American Society of Regional
Anesthesia and the American Pain Society.
Cecil Huang, M.D., Ph.D.
Dr. Cecil Huang currently serves as Loudoun Interventional Pain
Center's Medical Director. He is certified by the American Board
of Anesthesiology in both Anesthesiology and Pain Management. Dr.
Huang completed his pain fellowship at Brigham and Women's Hospital
of Harvard Medical School. There, he worked in a high-volume pain
practice that serves as a teriary referral center for the Greater
Boston area. Dr. Huang received formal training in pharmacological
pain management with opiates and nonopiates, peripheral nerve blocks,
epidural blocks, transforaminal blocks, facet blocks, sacroiliac
join blocks, lysis of epidural adhesions, intradiscal prodecures,
vertebroplasty, spinal cord stimulation, intrathecal drug delivery,
radiofrequency ablation and chemoneurolysis. Dr. Huang is experienced
in the management of acute, chronic and terminal pain, including
cancer pain.
Dr. Huang joined Loudoun Anesthesia Associates in 2005. Prior to
his pain fellowship, he completed his anesthesia residency, also
at Harvard's Brigham and Women's Hospital. Dr. Huang earned his
M.D. at Stanford University School of Medicine, where he also consurrently
earned his Ph.D. degree in Medical Informatics. Dr. Huang earned
his undergraduate degree in electrical, computer and biomedical
engineering at Carnegie Mellon University.
Angie Serrano, PA-C
Angie Serrano received her undergraduate degree in biology with
a minor in chenistry at Old Dominion University in 1992. She was
accepted into the very first physician assistant class at Eastern
Virginia Medical School in 1999, and graduated in 2001. Angie is
Virginia Board Certified and is licensed with the National Commission
on Certification of Physician Assistants. She is a member of the
Society of Critical Care Medicine. Angie's work as a physician assistant
started with the acclaimed open-heart surgery program at Sentara
Norfolk General Hospital. She then worked at teh Multidisciplinary
Center for Pain Management in Porsmouth, Virginia. Angie joined
Loudoun Interventional Pain Center in 2006.

Scheduling Appointments
Patients may schedule their first appointment at Loudoun Interventional
Pain Center (LIPC) with a written referral from their primary care
physician (PCP) or subspecialist. This referral functions as a request
for evaluation and treatment. It may be brought or faxed to our
office, or communicated directly by the referring physician.
A referral for interventional pain management should describe the
reason(s) for referral and, if applicable, the procedure(s) requested.
After treatment is complete, the patient is generally encouraged
to follow up with their referring physician. When a patient can
benefit from treatment beyond those requested, LIPC's policy is
to communicate with the referring physician and assist the patient
in obtaining the necessary authorizations.
In general, a referral for assistance with chronic medication management
should come from the patient's PCP, internal-medicine subspecialist,
or physiatrist. At LIPC, we work with referring physicians through
a trilateral agreement that enables us to assume temporary prescribing
responsibilities until a stable, reasonable and effective chronic
regimen can be found.
Documents that the patient should have ready prior to the first
visit include:
- Referral form with request for treatment
- Results of radiological (e.g. MRI) and other diagnostic studies
- Office notes from the referring physician
- Office notes from other treating physicians
- Relevant operative reports
LIPC is open Monday through Friday starting at 7:30 am. Appointments

Insurance
We participate in most of the area's major managed care plans.
When scheduling your appointment, please verify acceptance of your
insurance plan with our office. We also suggest that you verify
your insurance benefits and coverage with your insurance company
prior to your visit.
The Center's experienced billing staff file primary and secondary
claims for all insured patients and will assist you in ensuring
your claim is paid properly. We provide this service for commercial
insurance as well as third-party liability, auto insurance claims
and Workers' Compensation.
It is your responsibility to pay your bill whether your insurance
plan covers some, all or none of the services you receive. Balances
for self-paying patients and remaining balances identified by insurance
are billed to the patient. Payment is due within 30 days after receipt
of the first statement. We accept cash, check or credit card. If
